Hamakua Youth Center is dedicated to the children and young adults of the Hamkua Coast. We began serving youth in 1996 when a grassroots group of community members saw the need for youth to have a safe place during non-school hours. The Hamkua Youth Center is in a new phase of professionalization and growth, and the Administrative Director position will be an important part of this.
Our programs engage the values of KULEANA, ALOHA, LAULIMA, and MAHALO to cultivate the awareness necessary for Hamkua youth to thrive now and into the future.
The Administrative Director (AD) reports to the Board of Directors for governance oversight and partners with two other key management positions at the Hamkua Youth Foundation (HYF): the Director of Programs and the Development Manager.
The AD is responsible for overseeing the organization’s administrative operations, compliance, financial oversight, and human resources coordination within Board-approved policies, budgets, and delegated authority levels. While the AD provides senior administrative leadership and supervises key administrative functions, final decision-making authority remains with the Board of Directors.
The AD directly supervises the Finance Manager and works closely with the Program Director to ensure that HYF’s internal systems and practices support the organization’s mission, values, and legal obligations. The AD also collaborates with the Development Manager on grants, reports, data management and other matters as needed.
Schedule: Approximately 30 hours per week to start; hours may increase based on organizational needs, and when the position reaches 40 hrs./week it will become exempt

Requirements
Organizational Administration & Operations
- Oversee and maintain organizational administrative systems and records in accordance with Board-approved policies
- Ensure day-to-day administrative operations run smoothly, safely, and in compliance with applicable laws and regulations
- Support staff accountability for administrative deliverables and timelines
- Maintain accurate and secure organizational files and records
- Implement administrative procedures approved by the Board; escalate policy exceptions or material risks for Board review
Financial Oversight
- Directly supervise the Finance Manager
- Oversee accounting processes, internal controls, financial reporting, and bill payment workflows in alignment with Board-approved budgets and purchasing policies
- Coordinate preparation of financial reports for Board review
- Collaborate on the development of the annual budget and co-present it to the Board for approval
- Support and manage banking and other financial institution relationships with shared responsibility and appropriate segregation of duties
- Support financial reporting for grants, audits, and compliance reviews Financial authority is limited to delegated thresholds; expenditures, contracts, and commitments beyond approved limits require Board approval
Human Resources & Compliance
- Oversee HR administrative functions in coordination with Pro Service (PEO)
- Maintain, update, and enforce the Employee Handbook subject to Board approval
- Monitor compliance with employment laws, policies, and internal controls
- Coordinate and support annual staff performance review processes; final outcomes subject to Board oversight
- Process hires and terminations
Governance & Board Relations
- Report to the Board of Directors for governance oversight
- Attend Board meetings and provide timely operational, financial, and compliance updates
- Respond promptly to Board requests for information
- Participate in an annual performance review conducted by the Board of Directors
Contracts, Partnerships & Community Engagement
- Review contracts and agreements for administrative completeness and compliance within Board-approved parameters
- Coordinate contract execution and partnership agreements in collaboration with Finance and subject to Board review and approval as required
- Maintain community partnerships in alignment with organizational strategy
- Draft partnership agreements for Board review and approval
Fundraising Support
- Support grant proposals and reporting as needed, including preparation of budgets and financial documentation
- Assist with fundraising events and administrative coordination
