Summary Objective
The purpose of this position is to technical and professional work as legal advisor to the City Commission, City Manager and department directors on assigned issues of applicable local, State and Federal laws, regulations and ordinances affecting the City with an emphasis on laws, rules and regulations that pertain to Class C misdemeanors.
This job works under general supervision, independently developing work methods and sequences.
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Analyzes and provides professional advice to the City Commission, City Manager and department directors about matters such as legal conditions, issues, changes to State or Federal laws affecting City operations and current and future trends.
- Interprets laws, rulings and regulations for City officials and staff. Confer with colleagues with specialty in area of law to establish and verify basis for legal proceedings.
- Maintains knowledge of Federal and State laws, court decisions affecting municipalities as well as the City Charter and City Code provisions.
- Represents the State as Prosecuting Attorney in Municipal Court as assigned.
- Assists with coordination of litigation matters and caseload, including initial case assessments and investigations.
- Obtains, reviews, and analyzes relevant supporting documents, including department files, incident reports, medical records, and witness statements.
- Prepares, drafts, and updates legal documents, including correspondence, monthly litigation reports, pleadings, motions, briefs, memoranda of law, discovery responses and requests, subpoenas, and documents responsive to discovery and subpoena requests.
- Evaluates findings, develop strategies and arguments in preparation for presentation of cases.
- Summarizes records and reports such as medical records, depositions, internal documents, and incoming discovery.
- Performs related work as assigned.
Requirements
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- This position requires a Juris Doctorate Degree in Law from an accredited Law School.
- No prior experience required.
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
UNAVOIDABLE HAZARDS (WORK ENVIRONMENT):
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

SPECIAL CERTIFICATIONS AND LICENSES:
- Must possess and maintain a valid Texas Class “C” Driver’s License with an acceptable driving history.
- License to practice law in the State of Texas.

- This position is safety sensitive subject to random drug and alcohol testing.
- This position does not have supervisory responsibilities over others.
