Human Resources Manager
Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 25,000 students in 2024-25. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,399 graduates in 2024-2025, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 33% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
The Human Resources Manager serves as a key member of the Human Resources leadership team at Tidewater Community College. This position provides direct support to the Associate Vice President of Human Resources (AVP) and functions as the primary backup in the AVP’s absence. The Human Resources Manager oversees critical HR functions including benefits administration, employee relations, and training and development. The role ensures HR operations are delivered with excellence, consistency, and compliance with Commonwealth of Virginia policies, VCCS guidelines, and TCC procedures.
This position requires strong judgment, a collaborative mindset, and the ability to navigate complex HR matters while fostering a positive workplace culture.
KSA's/Required Qualifications
- Demonstrated experience in human resources management, including benefits, employee relations, and training and development.
- Knowledge of HR laws, regulations, and best practices.
- Strong interpersonal, communication, and problem-solving skills.
- Strong professional writing skills. Strong presentation skills.
- Ability to handle sensitive and confidential information with discretion.
- Experience conducting investigations and resolving workplace issues.
- Experience developing and delivering training programs.
- Proficiency with HR information systems and Microsoft Office applications.
- Experience at the supervisory level in an HR program.
Additional Considerations
- Experience working in higher education or public-sector HR.
- Familiarity with and ability to interpret Commonwealth of Virginia, VCCS, and TCC policies and procedures.
- Professional HR certification (e.g., SHRM-CP, SHRM -SCP, PHR, SPHR).
