Charles County Government is seeking an experienced IT Applications Manager to oversee the development, implementation, and maintenance of business applications within Charles County Government. This role ensures that applications are aligned with organizational needs, enforces software development standards, and provides technical leadership to the Applications team. The IT Applications Manager works closely with IT leadership and county departments to enhance system efficiencies while managing a team of analysts and developers.
Essential Job Functions
- Monitors the project management life cycle from systems analysis through systems maintenance for all Information
- Technology division major projects.
- Conducts analysis meetings with users to define system requirements and develop specifications.
- Serves as a technical resource for the Systems Analysts.
- Manages vendor relationships related to enterprise applications, ensuring compliance with county IT standards.
- Reviews all user approved work requests. Assigns work and monitors progress.
- Manages, evaluates, and trains staff.
- Develops and ensures adherence to applications analysis, development, implementation, and documentation standards.
- Supports enterprise software applications by troubleshooting, resolving user issues, and implementing enhancements.
- Oversees application security measures to safeguard data integrity and access control.
- Stays informed of emerging technologies to improve applications and processes.
- Serves as a technical lead in the area of analysis and programming.
- Collaborates with the Assistant Chief of IT on projects that intersect application development and broader IT initiatives.
- Ensures proper documentation of system configurations, workflows, and changes.
- Performs other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities
Education and Experience:
Bachelor's degree in the Information Sciences arena. Six (6) years of systems analysis experience, including one (1) year in a supervisory capacity, or an equivalent combination of education, experience, and training.

None.
Special Requirements/Qualifications:
Work is subject to frequent interruptions and beyond the normal scheduled hours of operation. Must be available during non-work hours to support County computer applications.
Knowledge, Skills and Abilities:
- Knowledge of the Project Management Life Cycle.
- Effective management and leadership techniques.
- Knowledge of software development life cycle, database management, and system integration.
- Strong problem-solving and analytical skills.
- Knowledge of the concepts and techniques of computer programming, both procedural and object oriented, as applied to the requirements of the County's computer services, in addition to the tools used to maintain them.
- Knowledge of the concepts and architecture of the different database platforms employed by the County and tools used to administer them.
- Knowledge of Systems Analysis theories involving information analysis and the logical specification of the system development process in an organizational context.
- Knowledge of basic principles of accounting and familiarity with accounting software processes, including General Ledger,
- Purchasing, Accounts Payable, Accounts Receivable, Payroll, Taxes and Utility Billing.
- Ability to direct the County's application development unit.
- Ability to train users in system operation and effectively resolve technical problems related to system functionality.
- Ability to recognize advancements in technology and implement when desirable and feasible.
- Ability to evaluate and recommend hardware and software.
- Ability to communicate effectively and collaborate with diverse stakeholders.
- Ability to train and manage others in the workplace.

PHYSICAL DEMANDS
The work is sedentary with frequent periods of walking and standing. Typical positions require workers to lift and carry up to 20 pounds; climb stairs; bend and crouch; reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors
